· AGCO Updates Lottery Licensing Policy Manual. The Alcohol and Gaming Commission of Ontario (AGCO) has updated the Lottery Licensing Policy Manual (LLPM) to provide greater flexibility for charities and ease the administrative burden. The changes to the Manual that are of note to local governments are the elimination of quarterly report . The Alcohol and Gaming Commission of Ontario (AGCO) is responsible for administering the charitable lottery licensing program. Order-In-Council /08 provides the licensing framework which allows specific types of lottery events and outlines municipal and provincial licensing powers. A blanket raffle licence will allow eligible organizations to obtain one lottery licence to conduct and manage more than one type of raffle event within a fixed time period and within a capped prize amount.
